Added forum "Media Center"

Added a sort of forum Media Center able to collect in one place most of the many files attached in all forum posts.
You can find it in the forum top main manu.

Seems to make a good job so far.

oops, sorry.
I forgot to apply authorizations. Now it should be visible in forum top menu.

I still need to add some extensions like .tbasic scripts. I will do soon.

OK, now also tbasic and tbasicc scripts are working.
I'm now trying to add date handling.
