Not directly. You need to use GDIPlus library that is standard Windows library under Windows XP or Vista.
Although, I've no example showing how to do it and also never tried by myself. If I will find a spare time I will see if I can create some.

Due to its complexity, maybe here the good idea is to create a specific thinBasic module working with GDIPlus.
