downloading an attachment in internet explorer version 11 results in "attachment.php" being downloaded regardless of the extension of the attachment, the content is there, it's just the file name that's is wrong.

Try to set thinbasic.com into compatibility mode going into menu "Tools\Compatibility view settings" and adding thinbasic.com into the list.
Even if IE10 and 11 are really good browser, unfotunatelly MS created crap browser in the past and many sites (like this one) has code inside to adapt some pages in special way if browser is IE regardless of IE version.
