That would stop anyone. You see a red laser dot coming to your head from a gun that looks like tiny rocket battery launching system, you better find somewhere to hide quick :)

I think the early experiments with delayed auditory feedback used headphones and date from the 1960s. Delayed auditory feedback through headphones is extremely effective in suppressing a person's speech.
In the case of this machine it isn't possible to cut out all auditory feedback through normal channels so it is unlikely to be as effective as the use of headphones. Probably the "rocket launcher" in the machine pointed at the speaker is really hi-fi speakers sending out a duplicate of the sounds being made by the speaker at some delay.
I can see that the machine itself would be quite scary.
