Is it possible to use symbolic logic as the base to construct a human
language? Some people have tried to do this. See

I think it's a great idea.

People working to construct a human language that is sensible.

In my opinion, English is a mess.

Even just in spelling, I hate having to memorize every case, --> hoof:hooves, roof:roofs.

How much easier would it be if you could reason the correct way to phrase something, instead of having to memorize arbitrary, contradictory, and ambiguous rules?

Would it be great if an international committee was formed to create a systematically logical international language?

There are official standards for computer languages, I can only believe it is just a matter of time before there will be for, what I think will be, the universal human language, too.

Every year a new standard could be released - changes in grammar, syntax, added words, dropped words, etc.

I think your last line kind of gives it away. Imagine if MS was in charge of language updates...

Some of the debate about Loglan was whether a language could be owned. I think the court decided that Loglan couldn't be. But if it could imagine what life would be like if someone had a "language" patent on some expression you chose to use...
