astronomy: the BBC pips

since we are in the astronomy season, i remember sending post to the BBC Broadcasting in 13 Nov 1986 asking about the six pips we hear before the news bulletins if what marks the hour the beginning or the end of the last pip ? pip pip pip pip pip peeeeeP they reply like this:

"the end of the last pip which you hear before the news bulletins every hour is the long one which marks the hour."
