Description
Returns the full path and file name of a possible cAppConfig XML file determined by script or bundled executable file name.

Remarks
Very often an application has a configuration file used to store parameters like initial startup values to initialize application objects.
It has usually the same name of the application but with a specific extension
This function return the file name of the XML file using application and path and name, removing application extension and changing it with XML
Examples:
1.if the application is like C:\MyApplications\MyApp\MyApp.exe
APP_ConfigFile will return the string C:\MyApplications\MyApp\MyApp.xml
2.if the application is like C:\MyApplications\MyApp\MyApp.tbasic
APP_ConfigFile will return the string C:\MyApplications\MyApp\MyApp.xml
